His question is: how should I review a software development proposal?

Julian has already written a detailed description of the app that he wants to develop. He is about to invest a big chunk of his first investments and he doesn’t want to make the wrong decision.

Before you even go into the proposal, what you need to check is that your provider is actually giving you one and not just a price tag. More than a price, the most important part of a proposal is the project description which tells you what the provider has actually understood from what you are looking for and what their own vision of the product is.
